2020 was supposed to be a busy and significant legislation session. We screened hundreds of bills, dissected 23 and testified on 10. But the focus of our work in the aborted session was our effort to get legislators to disconnect Oregon’s taxes from the Opportunity Zone tax breaks.  We did get a bill, and a weakened version passed the House Revenue Committee and was waiting for a House vote when the session came to an abrupt end.  HB 4010A, like every bill we wanted to see passed, and every bill we hoped would not pass – died.  Not one passed through both houses before the Republicans walked out.  You can see our testimony and yours if you go to the legislative website for the bill, where there is far more testimony for the bill than there typically is for any tax bill – thanks in large part to all the Tax Fairness Oregon members who submitted testimony.
